Alex Chisholm

Alex Chisholm became Chief Operating Officer for the Civil Service and Permanent Secretary for the Cabinet Office in April 2020. Prior to that he was the Permanent Secretary to the Department for Business, Energy and Industrial Strategy (BEIS).

Siobhan Benita  

Innovation 2020 Moderator 

Siobhan Benita was a senior civil servant with over 15 years’ Whitehall experience. She worked in many of the major delivery departments, including Transport, Environment, Health and Local Government. She also had senior roles at the heart of Government in the Cabinet Office and HM Treasury, including supporting the then Cabinet Secretary, Lord O’Donnell to lead work on Civil Service reform and strategy.

Siobhan left the Civil Service to run as an independent candidate in the Mayor of London election. She subsequently joined her alma mater, Warwick University as Chief Strategy Officer of Warwick in London and Co-Director of the Warwick Policy Lab.

Lee May Gee

Director, Public Sector Transformation Cluster, Public Service Division, Prime Minister’s Office, Singapore

May Gee is currently the Director of the Public Sector Transformation Cluster in the Public Service Division. She drives the strategy for transformation in the Singapore Public Service, including defining the outcomes, developing the structures and platforms to build collective leadership and ownership, identifying and driving the pace of change for key areas of transformation and putting in place organisational enablers for transformation.

Prior to her current role, she served in the Ministry of Education where she worked on developing the higher education sector in Singapore, and she has also had a stint in the Ministry of National Development where she worked on public housing policies. She started her career in the Singapore Public Service with the Ministry of Finance where she worked on fiscal policies and corporate development.

Susan Acland-Hood

Acting Permanent Secretary, Department for Education, United Kingdom

Susan Acland-Hood was appointed Acting Permanent Secretary at the Department for Education on 1 September 2020.

Susan’s previous roles in government include:

• Chief Executive at HM Courts and Tribunals Service
• Director of Enterprise and Growth at HM Treasury
• Director of Education Funding at the Department for Education
• Policy Advisor on home affairs and justice, and then education policy at Number 10
• Head of Strategy at the Home Office

She has also held senior roles in the London Borough of Tower Hamlets and in the Social Exclusion Unit.

Kevin Cunnington

Director General of International Government Service, United Kingdom 

Kevin became Director General of GDS in August 2016. He is also Head of Function for Digital, Data and Technology across government, and a member of the Cabinet Office’s Executive Committee. He spent his early career in programming and IT consultancy, before becoming Global Head of Online for Vodafone Group then Business Transformation Group Director General at the Department for Work and Pensions (DWP).

Eileen Fuchs 

Principle and Head of Division; Digital policy; EU and international, Digital society; management digitization and information technology, Federal Ministry of the Interior, Germany 

Eileen is a trained lawyer. She holds an LL.M in EU law from the Europa-Institut of Saarland University. After working in academics, she began her career with the Federal Ministry of Interior in 2008, dealing with administrative reform and e-government projects. From 2012 to 2014, she was seconded to the Federal Chancellery, where she was in charge of better regulation policy on EU and International level. After returning to the Ministry of Interior, she worked in strategy and policy planning, digital and cyber policy‎ matters and was personal adviser to State Secretary Dr. Markus Kerber. Her current focus areas include data ethics, digital autonomy, algorithm regulation and open data. 

Paul O’Neil

Deputy Chief Executive of Operations and General Counsel, Serious Fraud Office, New Zealand 

Paul O’Neil joined the Serious Fraud Office in December 2016 and is responsible for overseeing the SFO’s operations.

Prior to this appointment, he was the Head of Enforcement at the Financial Markets Authority responsible for the conduct of the FMA’s civil and criminal proceedings. As part of this role, Paul also represented the FMA on the International Organisation of Securities Commission’s Cooperation and Enforcement and Screening Group Committees.

Paul had previously worked in private practice as a litigator at law firms in both New Zealand and London across a wide range of practice areas, including regulatory investigations and proceedings, energy, construction and telecommunications.

Hala Audi   

Director of Strategy, Performance & Assurance, Infrastructure and Projects Authority, United Kingdom 

Hala Audi is the Director of Strategy, Performance & Assurance at the Infrastructure and Projects Authority.

Hala joined the IPA from HM Treasury, where she worked on major rail and transport projects before a secondment to lead the Review on Antimicrobial Resistance commissioned by the Prime Minister in 2014. Before joining the Civil Service, Hala was an international arbitration lawyer at Skadden, Arps, Slate, Meagher & Flom LLP in New York and London, advising clients in a range of industries including energy, construction and financial services. She studied law in Paris and at Columbia University Law School and public administration at the Kennedy School of Government and the LSE.

Seong Ju Park 

Deputy Director, Digital Government Cooperation Division, Ministry of the Interior and Safety, Republic of Korea 

Seong Ju has been working with governments and international organizations around the world to facilitate digital government innovation to build better digital society since joining the Ministry of the Interior and Safety in 2016. She is in charge of multilateral cooperation on digital government, facilitating MOIS’s cooperation with organizations including OECD, Digital Nations, UNDESA.

Oliver Jones 

EY-Parthenon Global Government and Public Sector Strategy Leader; Partner, Geostrategic Business Group 

Along with EY Public Sector Strategy teams worldwide, Oly helps government and public sector organizations undertaking major strategies and reforms.

He is also a core part of the EY Geostrategic Business Group, which integrates geopolitical insights into EY advice to businesses. In this role, Oly supports Strategy and Transactions teams worldwide and EY teams across Europe, the Middle East, India and Africa.

Before moving to London in 2018, Oly was based in Sydney for ten years, leading EY Oceania’s Economics, Regulation and Policy team. Prior to starting his career in consulting, he was a senior civil servant in the UK Government. He worked in four different UK Government Departments: the (then) Department of Trade and Industry, the Prime Minister’s Office, HM Treasury and the Department of Transport.

Oly earned an MA in Geography from the University of Cambridge.

Arnauld Bertrand  

EY Global GPS Consulting Leader 

Arnauld leads EY Global Government & Public Sector consulting services, bringing together thousands of professionals around the world. He also serves state modernization departments, United Nations agencies, World Bank, Organisation for Economic Co-operation and Development (OECD) and international organizations on their development aid programs and internal performance.

Working on major performance programs in Europe and abroad, Arnauld has advised top public executives on their policies and strategies, on large transformation programs and organizational change, on digital strategies design, and on public finance management and performance issues for local and federal administrations and for international donors.

Arnauld earned a post-graduate degree in Political Science from Institute of Political Sciences in Paris and master’s degrees in International Law & History from the University of Paris, Pantheon Sorbonne.

Shahar Bracha 

Acting CEO, Government ICT Authority, The National Digital Ministry, Israel 

Shahar leads the government’s leading technological authority, responsible for overseeing the government’s IT divisions across all ministries and agencies.

Promoting cross-government methodologies and standards, and developing infrastructures, systems, and services to enhance the efficiency of government work and making government information and services accessible and convenient to the public.

Shahar’s previous experience spanning from software development and IT infrastructure to business development and strategic planning.

Shahar worked at enterprises, start-up companies, led tailor-made solutions, off-the-shelve products, and consulting activities.

Shahar is also the Vice-Chair of the International Council for Information Technology in Government Administration (ICA).

Fiona Deans   

Director General, Government Digital Service, United Kingdom 

Fiona joined GDS as Chief Operating Officer in September 2018. She leads
planning, finance, governance, performance management, IT and HR. She is also
responsible for capability for DDaT Profession cross-government.

Prior to GDS she was Managing Director at Barbour Logic. Barbour Logic provide
local government automated software solutions – empowering councils to respond
to the public better and faster.

Previously she was Chief Operating Officer of Arts Alliance Media (AAM), a
technology and software services provider to the cinema industry. At AAM Fiona
drove the company’s role in the digital transformation of the cinema exhibition
industry, working with film distributors, exhibitors, manufacturers and government
film bodies and overseeing the rollout and operation of digital cinema equipment
and software across Europe and Latin America.

Before joining AAM she held business development and strategy positions at BBC
Online, Atom Shockwave and Bertelsmann. She also worked as a strategy
consultant for Mercer Management Consulting in London and New York.

Sue Bateman 

Deputy Director, Data and Innovation, Government Digital Service, United Kingdom 

Sue Bateman leads the Data and Innovation team in the Government Digital Service, which supports public sector organisations to make greater use of emerging technologies to improve our public services and policy making. This includes responsibility for the Data Standards Authority and initiatives to promote ethical use of data, data sharing, open data and data capability.

She previously spent a number of years working on IT and data policy and strategy,
including leading the international collaboration on the G8 Open Data Charter and
establishing the UK government data science programme and partnership.

Euan Slack 

Head of Spotlight, Cabinet Office, United Kingdom 

Took on the role of Head of Spotlight in August 2020 following a 2 year stint as Head of Private Office at the Government Digital Service where I developed my skills and experience in digital and agile delivery which I now champion. By way of backstory my Civil Service career began by TUPE transfer into DWP where my focus and energy for transforming front line services really grew as I enjoyed stints in Liverpool and Aberdeen before making my way to London and Whitehall.

Julie Pierce

Director of Openness, Data and Digital and Director for Wales, Food Standards Agency, United Kingdom 

Julie Pierce has been Director of Openness, Data and Digital since 2015. The post was established to drive for the use of modern digital approaches and technologies, taking an open approach, within the agency but also across the food system. Exploitation of Data and Digital is driving change within the Agency, as well as within the global food system, as half our food is imported. Whether food safety or crime, and the FSA as the regulator must play a key role. We are working with industry and regulators globally in exploring technologies such as blockchain, AI, big data, IoT, or APIs to integrate a disparate industry together.

Julie is a member of the FSA Executive, and also has oversight responsibility for the FSA operation in Wales.

Previously Julie was the CIO at Defra. She spent much of her earlier career in the private sector implementing change programmes as a partner at PricewaterhouseCoopers in financial services, pharmaceuticals, defence as well as central government, both in the UK and mainland Europe.

Magnus Enzell  

Senior Advisor, Department for Digital Government, Ministry of Infrastructure, Sweden 

PhD in Constitutional history and political culture.

Mr Enzell is currently a Senior adviser at the Ministry of Infrastructure in Sweden. He has a 14 years of experience in government work. He spent his early years at the Ministry of Finance as an advisor to the Minister for Public Administration. He later spent four years as a Senior adviser to the Minister for Information Technology and Energy at the Ministry for Enterprise and Innovation but moved back to the Ministry of Finance as Senior adviser to the Minister for Public Administration.

He took up his current role in 2018 as the Ministry for Infrastructure was formed to advise the Minister for Energy and Digital Development, Anders Ygeman. His responsibilities is focused on strategy, development and data-driven innovation in the field of digital government. He is currently leading the Data task force, which is tasked by the Prime Minister’s National Innovation Council to create a strategy and action plan for data as a strategic resource for AI and digital innovation. He is also a participant of the Swedish governments collaborative program with industry in order to enhance access and sharing of data for innovation.

George Atalla 

EY Global Government & Infrastructure Leader 

George is responsible for developing and executing our strategy for advising governments around the world. Working closely with clients, he identifies key public sector issues and leads the development of new client services and offerings.

He has worked in more than 30 developed and developing markets, focusing on public private partnerships and outsourcing, restructuring and organizational transformation, policy reform and investment prioritization.

George received an MS from the Georgia Institute of Technology, an MS from Northwestern University, and an MBA from the George Washington University. He is fluent in English, Arabic and French.

Chris Ferguson 

Director, Government Digital Service, United Kingdom  

Chris Ferguson is one of the original senior management team that built the UK’s
Government Digital Service. In 2011 he was brought into the Cabinet Office to take
on the digital identity challenge and created the team that developed GOV.UK Verify.
In January 2015, Chris became the GDS Director responsible for the Digital Group
comprising GOV.UK, GOV.UK Verify and the Government-as-a-Platform delivery
team.
In February 2017, Chris established the National, International & Research Group
within GDS. This will focus how GDS engages and collaborates with the UK’s wider
public sector, devolved administrations and partner organisations worldwide.
Chris is the chair of the cross-government Digital Leaders network and head of the
digital profession within HM Government.
Prior to his involvement with digital transformation of public services, Chris’s career
mainly focused on diplomacy and security in the UK and overseas.
Chris leads and coordinates the Digital, Data and Technology response to the
Coronavirus pandemic through the Covid-19 DDaT Working Group, ensuring there
was a single, high-tempo forum where all departments, parliament and devolved
administrations in the UK could pool their needs, risks, and issues in responding to
the crisis.
Chris is also temporarily covering the Director role for Service Design and
Assurance. This critical area owns and iterates all of the UK governments technical
and design standards. It is also where the GDS financial controls over digital spend
across the whole of UK government are exercised from.

Hans-Jörg Schäper 

Deputy Director General, Directorate General for Information Technology, Federal Ministry of Finance, Germany 

Hans-Jörg Schäper joined the Federal Ministry of Finance in 1991. He spent his early years at the ministry as Counsellor to three successive Parliamentary Secretary of States between 1992 and 1999 and later spent six years heading up the Budget, Organisation and Controlling division of the Federal Chancellery before becoming Deputy Director General, Directorate 6, in 2011. He moved back to the Ministry of Finance as Head of Directorate, HR, Budget and Organisation in 2015, and took up his current role in 2019.

Schäper specialises in budget and financial planning, public investments, HR, IT and data security and is a member of numerous working groups and committees: the Management and Control in Public Institutions working group; the Member Organisation Committee of the Federal Government; the Member Group of Experts of the Innovative Administration Federal Government Programme; and the Inter-ministerial Committee on Modernising Budgetary Law.

He is a lecturer at the Federal Academy of Public Administration and an honorary judge in the jurisdictional district of Berlin.

Vesa Lipponen 

Chief Information Officer, Ministry of Finance, Finland  

Master of social sciences. Budget counsellor.
Mr Lipponen is currently a CIO at the ministry of Finance of Finland. He has a 20 year experience in government work.

His work history covers strategy, development and financing in the field of digitalization of government services. He has several years of experience of Cross-departmental development – yet he does not have all the answers what is the best way to finance these development projects.

Ivana Gordon 

Head of Grants Transformation Programme, Cabinet Office, United Kingdom 

Ivana is the Head of the Grants Transformation Programme at the Cabinet Office. The Programme aims to maximise the impact and effectiveness of grants administration, whilst reducing exposure to high levels of risk.

With over 20 years’ experience and a passion for technology, Ivana is leading several initiatives to democratise technology, bringing consistent technical and business insight to grant makers. Focusing on user led design and harnessing data and analytics, these initiatives are empowering the Civil Service, supporting better decision making, reducing fraud and error, and driving improved value for money.

Throughout her career she has held a number of strategic, operational and policy roles, and has improved quality, efficiency and safety of public services by delivering innovative system-based solutions and process improvements. She has enabled over £1bn of operational efficiencies by re-engineering and reducing ICT costs across UK Government; supported 360 local authorities to successfully undergo the biggest change in electoral registration in 100 years; and developed a sustainable cultural change programme to build a Civil Service that is fit for the 21st century.  

Mark Palmer 

Head of Public Sector, EMEA, Google Cloud 

Mark joined Google Cloud in 2018 bringing 30+ years experience in the technology industry from across the Public Sector, Defence and Healthcare markets. Google Cloud provides an extensive portfolio of infrastructure, data management, analytics and artificial intelligence capabilities to enterprise customers, as well as G-Suite & Chrome.

Prior to this role he was the UK Country General Manager for InterSystems, focused on Electronic Health Record and Interoperability solutions for the NHS.

He spent almost 20 years at IBM, where he was latterly their VP Public Sector, Europe. Prior to this, he led the UK’s Government and Defence businesses over 10 years, and was a member of the IBM UK leadership team.

Mark began his career in the 1980’s as a Software Engineer designing and delivering complex real-time systems integration projects for the aerospace industry. He was one of the original start-up members of AeroSystems International; a joint venture between Sema Group and Westland Helicopters working to deliver airborne software systems.

Mark is a Chartered Engineer, and has a degree in Electronic Engineering as well as an MBA. He has had assignments in Italy and also Washington D.C. Mark has an interest in architecture and has built two houses for his family. When not ferrying his competitive kids to either swimming or equestrian events he can be found on the south coast sailing his boat.

Mireille Laroche 

Assistant Commissioner, Service, Innovation and Integration Branch, Chief Data Officer, and Chief Service Officer, Canada Revenue Agency, Canada 

On September 17, 2018, Mireille Laroche was appointed to the position of Assistant Commissioner of the Service, Innovation and Integration Branch at the Canada Revenue Agency (CRA). In addition to being the CRA’s Chief Service Officer, Mireille was also named Chief Data Officer for the CRA.

Mireille joined the CRA in September 2014 as Deputy Assistant Commissioner of the Collections and Verification Branch. She became the Assistant Commissioner of the Appeals Branch on April 1, 2016.

Prior to joining the CRA, Mireille was acting Assistant Deputy Minister of the Processing and Payment Services Branch at Service Canada. Prior to that, she was the Director General of the Canada Pension Plan and Old Age Security Directorate, as well as the Director General of Employment Insurance Policy with Employment and Social Development Canada.

Mireille began her career in the public service in 1996 with the Department of Finance Canada, where she worked on various economic and fiscal issues.

Mireille holds a Master of Arts in Economics from Queen’s University and a Bachelor of Social Sciences with a specialization in Economics and Political Science from the University of Ottawa.

Melinda Johnson

Commercial Director, Department of Health and Social Care, United Kingdom 

Melinda Johnson joined the Department of Health and Social Care in June 2017 as Commercial Director following a period of 5 years as Group Commercial Director at the Department for Transport. ‎Whilst at Transport Melinda was also Director of Property, Digital, Security and Information. Melinda joined the Civil Service in 2005 to be a Deputy Director in Commercial at the Department for Education where she held various commercial roles.

Melinda is a fellow of the Chartered Institute of Procurement and Supply (CIPS) and a Chartered Procurement Professional, joining the Institute in 1988 whilst on the procurement graduate programme at British Telecom. Melinda’s early buying career was in IT procurement in organisations such as National Power. Melinda has worked in the wider public sector as well as being Head of Policy at CIPS for 3 years. An advocate of CIPS, Melinda completed 4 years on the CIPS Board, following her role on CIPS Council, and was Chair of CIPS Congress.

Melinda holds a MBA, a BSc Hons in Psychology and has a post graduate qualification in Marketing. She is a non executive director of the British Quality Foundation and the NHS SCCL (Supply Chain Coordination Limited). 

Melinda is married and lives near Stamford in Lincolnshire.

Raj Thuppal

Senior Assistant Deputy Minister and Chief Technology Officer, Shared Services Canada, Canada

Raj Thuppal is the Chief Technology Officer at Shared Services Canada (SSC). In this role, his responsibilities include determining transformative technologies and advancing digital enablement. He also holds a key leadership role in shaping SSC’s and the Government of Canada’s (GC) journey towards the Cloud.

Prior to his current role, Raj was the Senior Assistant Deputy Minister of Networks, Security and Digital Services at SSC. He was responsible for architecture, engineering, and operations for GC’s voice and data networks, cyber security, and digital services and for standardizing, consolidating and re-engineering these services across Canada and internationally supporting 400K users in 43 departments. In this role, he also worked to implement the cloud based digital communications and collaborations capabilities under SSC’s purview.

Raj also served as the Assistant Deputy Minister of Cyber and Information Technology Security at SSC for approximately 3 years. In this role, his responsibilities included the Cyber and IT Security program strategy, planning, design and implementation, security operations, identity and access management, risk management and ensuring overall compliance of the GC’s information technology (IT) infrastructure.

After joining the public service in 2003, Raj worked in various management roles at the Department of National Defence and the Canada Revenue Agency. Before this, he held various engineering roles in the private sector at Marconi/FORE Systems in Ottawa.

Raj holds a Master’s Degree in Electrical/Computer Engineering from Memorial University of Newfoundland as well as a Bachelor’s Degree in Electronics and Communications Engineering from India.

Stefan Schlosser

Policy Advisor, Federal Chancellery, Division Digital State, Germany

After studying mechanical engineering at RWTH Aachen University and gaining some business experience, Stefan did not stay in the automotive industry but deliberately took the plunge into the public sector. Following positions in a federal context, Stefan was drawn to the ministries in Berlin, where administration, business and politics converge. He is currently working at the Federal Chancellery on an identity solution that hopefully has the potential to maintain sovereignty and added value in Europe and make media disruption a thing of the past.

Matthew Rees

FCA, CPFA, FCSI, Director of Regulation and Economics, Single Source Regulations Office, United Kingdom 

Matthew Rees is Executive Director at the Single Source Regulations Office, an agency established by the Ministry of Defence to oversee single source procurement. His team provides a range of contract cost and pricing guidance, benchmarks and data services.

Matthew is a qualified accountant and is a member of the Supervisory Council of the Institute of Chartered Accountants in England and Wales, and a NED at Gemserv, a private sector consultancy.

He has extensive experience in public finance, competition and economic regulation gained though a career that also spans the National Audit Office, Competition and Markets Authority, KPMG and a number of financial services institutions.

Kelly Beaver

Managing Director, Public Affairs, Ipsos MORI UK

Kelly Beaver is the Managing Director of Ipsos MORI’s Public Affairs business in the United Kingdom. She is responsible for a team of c.250 staff located throughout the UK including in London, Manchester Belfast, and Edinburgh.

Her team provides robust research and analysis to help clients across every area of government policy to monitor and understand public opinion, behaviours and societal trends, design public services and policies, and to determine what works in achieving social and economic policy objectives.

Kelly holds several honorary positions outside of Ipsos. These include a Senior Research Fellowship at the Kings Policy Institute, and a Board Member for the Campaign for Social Sciences in the UK, and a Trustee for the Early Intervention Foundation. Kelly was a Director of the UK Evaluation Society between 2011 and 2017.

Julie McQueen

EY Global Government & Infrastructure Lead Analyst

As the Lead Analyst in the EY Global Government & Infrastructure team, Julie creates insights on current and emerging trends and leads the sector’s thought leadership program.

Prior to joining EY, she worked as Director of Research in the public sector institute of a global professional services organization, and as a Policy Fellow in Innovation at a leading global academic health institute. She has researched and written many thought leadership studies on public service policymaking, delivery and governance across a diverse range of policy areas.

Julie earned an MA in Economics from the University of Aberdeen. She is a Fellow of the Royal Society of Arts, Manufactures and Commerce (RSA).

Gaurav Taneja

EY India, Government & Public Sector Leader

Gaurav leads EY’s Government and Public Sector practice in India. His experience over the last decade stems from his close association in advising the Government of India, various State Governments and Governments of Bangladesh and Nepal on a host of policy related issues – particularly around investment promotion, ease of doing business, skill development and public finance. In his role, he regularly interacts with ministers of central governments, state chief ministers and senior bureaucrats and provides his perspective on key challenges and possible solutions. Gaurav presently leads a team of approximately 1500 people.

Prior to his current role, Gaurav was the leader for EY India’s Technology, Communications & Entertainment (TCE) business unit. He also served as the leader for the Tax and Regulatory Services of EY India. Gaurav has been a Board member at EY India since 2004.

Gaurav is a Chartered Accountant and a commerce graduate from the University of Delhi.

Josie Cluer 

EY Partner, People Advisory Services, Government and Public Sector, United Kingdom  

Josie Cluer is a partner at EY, having worked on major transformation in and around the public sector for the last 20 years. She leads our work on learning, skills and apprenticeships, and supports clients with programmes of training that help both individuals and organisations to transform. She is a former special adviser to the Secretary of State for Innovation, Universities and Skills, and speaks and writes regularly on the topic, most recently, making the case for a skills-led recovery.

John Burns 

Global BRETA Solutions Leader & US Strategy & Transactions Leader, Government & Public Sector

John is a Principal and leads our strategy and transactions business towards the US’s government and public sector. He is also responsible for driving our decision modeling and economics practice across the globe.

John is passionate about helping clients understand the threats in their ecosystem and deal with the complexities they face around capital allocation issues, portfolio review and investment decision making.

John works with governments, both civilian and defense, to bring the best of our commercial practice to the sector. John has significant experience in the telecommunications, media and technology sector, public safety and various manufacturing sub-sectors.

John is a graduate of Boston University and a Bachelor of Arts in Economics and International Relations. He holds a Master of Arts in Economics and is a charter financial analyst.

Marcelo Kekligian

Marcelo has more than 30 years of experience working in the financial sector, telco, insurance and public sector. He has developed his career in Latin America, Asia Pacific and MENA, helping organizations to manage strategic data and analytics initiatives. He has directly helped telcos and government institutions to monetize their data generating new source of revenues and providing new services to market.

Prior to joining EY, Marcelo was the Data and Analytics Latin America Business Unit President for SERASA-EXPERIAN in São Paulo, CEO at Equifax Brazil and Vice-President for FICO Latin America.

Kris Naleszkiewicz 

EY BRETA Development and Operations Leader

Kris is the EY Business Relationship & Economic Threat Analysis (BRETA) development and operations leader. He has over 15 years of experience working with public and private sector organizations in the design, development, and implementation of analytics and data-driven decision tools. He has experience in a broad range of analytic approaches, including statistical modeling, econometrics, big data, and machine learning, with a focus on translating complex problems into structured solutions designed to drive insight and add value. In addition to his passion for technology and innovation, Kris has Bachelors’ degrees in Mathematics and Economics from St. Mary’s College of Maryland and a Master of Arts in Economics from University of Virginia.

Managing Partner, EY Oceania Government and Health Sciences

Catherine has spent much of her career providing services to State and Federal Departments and Regulators, Ministerial Councils, not-for-profits and NGOs in every State and Territory in Australia, and in New Zealand.

The implications of the work she does are far reaching as part of a great practice of professionals committed to supporting governments in delivering the best outcomes for citizens, across Education, Health, Human Services, Defence, Transport and Infrastructure, and Central Agencies.

Catherine has post-graduate qualifications from Monash University, Harvard University, Standard University and the Cranlana Programme. She is a Trustee and Audit Committee Chair of the Melbourne Olympic Parks Trust which governs the largest sports and entertainment precinct in our region.

Pamela is Executive Director of the new Government Skills Unit in the Cabinet Office, charged with building the new Campus for government training. In a career spanning the private, public and social sectors she has influenced major public service reform, notably in education and criminal justice. Pamela’s government experience spans strategy, policy, communication and delivery roles in the Department for Education, Ministry of Justice, HMP Wandsworth, and Tech City UK (Tech Nation).

She began her career as a consultant and lobbyist in the private sector.

Pamela is a founding adviser to Code4000, the first ever coding workshop in the UK prison system, and founder of a local speaker series, the DeBeauvoir Balloon Debates.

Julie Teigland

As EY EMEIA Area Managing Partner, Julie leads a geographic area comprising member firms with more than 115,000 people across 97 countries.

With nearly three decades of experience in professional services for international clients, her focus is on transformation processes, in particular on the challenges of digital transformation, and is committed to the sustainable development of capital markets and their framework conditions. Julie has served as lead partner for several Fortune 500 clients.

Julie is also the Global Leader for the EY Women. Fast forward initiative and is a key player in progressing gender equality. She is a prominent voice of the Women20 (W20) global agenda.

Julie serves on several boards across Europe and the US, such as the UN EQUALS, JA Europe, Atlantik Brücke and the American Council on Germany.

Born in the US, Julie has been living in Germany for more than 30 years. She studied business in Heidelberg, Frankfurt and Paris and qualified as a US Certified Public Accountant. Julie enjoys traveling and skiing.

Laura is the Head Public Sector Reform in the Department of Public Expenditure and Reform in Ireland. She completed her Masters degree at University College Dublin, worked as a Tutor and held posts in the RCSI and the Fulbright Commission. She then joined the Royal Irish Academy and was CEO from 2010-2018 when she took a secondment into the Department of Public Expenditure & Reform to lead on Public Sector Reform and Innovation. She has two sons, two bikes, and has been a Dub for nearly 25 years.

Deepti has more than 20 years’ experience working within the social sector with core expertise in monitoring and evaluation. By trade, she is a 2000 batch Indian statistical service offer and is currently working as a Director at the Ministry of Skill Development and Entrepreneurship. She holds a Masters in Statistics and another in Business Administration.
